Oversight of Space Activities
The Civil Aviation Authority / Luftfartstilsynet (‘CAA’) is from 1 January 2023 the national supervisory authority for space activities and oversees Andøya Spaceport and launch of sub-orbital rockets from Norway. The CAA shall be a driving force for safe and efficient operation of Norwegian space activities.
The CAA issues regulations and lays down safety standards, grants licences and permits to operators intending to conduct space activities. The CAA oversees compliance with regulations and conditions.
The launch of objects from Norway into space requires a permit in accordance with the law on the launch of objects from Norwegian territory, etc. into space (only in Norwegian). The CAA is responsible for issuing permits to launch rockets from Norway.
A new Space Act is expected to be adopted by Parliament in 2025 and will eventually replace the current Space Act. The new Space Act will also regulate new types of space activities, including Norwegian satellites.
The Norwegian Space Agency /Norsk Romsenter is responsible for following up the Norwegian space policy, contributing to space activities that address societal change, and facilitating growth and development of the Norwegian space sector. The Space Agency coordinates Norwegian space policy and industry to develop the Norwegian space sector and otherwise ensure that public grants are used efficiently.
The Ministry of Trade, Industry and Fisheries is the responsible ministry for Norwegian space activities. The Norwegian Civil Aviation Authority and the Norwegian Space Agency are subordinate agencies of the Ministry of Trade, Industry and Fisheries.
